Wil American Eagle jeans fit me ?

M measurements are 24" waist & 29" hips ? I always have trouble finding jeans that fit because my hips and thighs are too small . What will help them fit better ? Is there a way to shrink them without shrinking the length ? I plan on getting a 00S
