Will my waist ever develop? I'm 15 years old?

I'm 15 years old, at a normal healthy weight. I'm 5'6 and my waist in 30 inches in circumference. My boobs and hips have developed, and I've gotten my period. Will it EVER get smaller? I hate my waist.
