Why does this guy waste my time?

Its been hard to get him to leave me alone for a year now. It started off with a kiss and he said he wasn't attracted to me. I told him well I'm 31 I don't have time to just play. I'm going to see other people then, he kept pushing himself on me now he is my bf. I don't want to be with him but he doesn't move on but he stays attached to me by the hip. Why doesn't he just let me go if he isn't attracted? He doesn't want me to date other guys but he isn't even serious about me. Why won't he just leave me alone. I try dumping him and he saids I don't know what I want so he has to decide for me....
