Let out wedding gown or exchange for bigger size to take it in?

Ug, that idiot in the store didn't know what she's talking about. It's always easier to take in a gown rather than let it out! There's no guarantee that the designer left enough fabric in the seams for it to be let out as much as you need in the waist. So order the bigger size, definitely. My gown was a 10 because the sample I tried on was an 8 and was way too tight. Then I had the bodice taken in and it only cost me $25.
