How to deal with moocher?

march of this year we went for vacation in nepal(my husband's country), he have his bro-in-law who don't have work, he was working abroad before but he resigned coz of he planned to have a business but it does'nt happened and have three kids(all grown up). we went to some of their temples and he don't even bother to bring out some cash, to think that he brought along with us his whole family, from fare to food etc we pay for that, that why i even fought with my husband of why he have to pay for them, we don't have enough money to spend. Not only that, our child 8 yrs. old went to dentist to extract his tooth, again his bro-in-law came with us and extract also his decayed tooth and again he didn't pay with his daughter she did root canal which is expensive, omg. but i told my husband, never pay for her, coz it's tooooo much, i really hate my vacation specially when i remember this things. how to deal with this kind of people. pls help
