Do you still need an injection for a filling?

I believe I have to have some fillings at the dentist soon, and I am terrified of needles to be honest! My sister said that nowadays they don't use injections; they use something that freezes the tooth that doesn't involve any needle! I do know that if the tooth is not decayed then they do not inject you, but i believe they are. Please help!
