Are my pants too big?

When I lay outstretched on my back in my jeans they get loose in the front and they get a gap you can see down. If you look down the gap you can see my underwear. When I suck in my tummy it makes it more noticeable. Are your pants supposed to fit snug even if you are laying outstretched on your back and or sucking in your tummy???
